In 2011, in correspondence with the economic globalization and the national “go out” strategy and in order to promote self development and build platform for domestic enterprises, AFECC invested a Special Economic Zone in Beira, Mozambique. Through two years of construction and development, the special economic zone begins to take shape and the current status is as the follows:

I. Strategic Importance of the Project

The Special Economic Zone is located in Beira Mozambique which is close to the transit port, airport, rail way and linked to the high speed road. It is endowed with communication advantage in terms of air, road and sea. Beira is the second largest economic center and a critical international port city, and also a crucial channel for southern African countries like Zimbabwe, Zambia, Malawi and Congo (Kinshasa) to the outside world. It is endowed with great economic hinterland and great strategic importance.

II. Status of the Project

1. The planned land for the Project approximates 10 km2 and it is divided into three phases. The total investment value is about 700,000,000.00 USD. The planned main industries are textiles, hardware, machineries, electrical appliances, processing and assembling and logistics, etc. It is a complex which comprises processing area, duty free area, commercial area and living area. It is able to accommodate hundreds of enterprises after completion and the employees will reach tens of thousands. It aims to become a modern international economic and trade cooperation zone and center of production, supply and sales for Chinese companies in southern Africa area. It may continue to expand in accordance with the development needs.

2. In the first phase, 217 hectares of land is procured and the investment value totals 260,000,000.00 USD. All supporting facilities for the 217 hectares of land are all ready and the landscape for the main entrance road is completed.

3. Logistic center: the land is 50000 m2 and the logistic center has already operated for two years. Office building, dorms, canteen, factories, warehouses, workshop and fuel station are all provided. It meets the need of work and life needs of 200 employees. Meanwhile, it owns a local employee community which owns the same facilities just like the Chinese staff. The logistic center owns more than 60 trucks of various types with international transport license which gives the center an ability to meet the transport and distribution needs of the companies in the zone. Currently, all trucks are running among the southern African countries and taking the cargoes for the companies in the zone.

Ⅲ. Services

1. On one hand the Project is pushing ahead the hardware construction, on the other hand, it also speeds up the service construction. The Project is contacting the Mozambique government and introducing “one stop administration service window” to provide the enterprises with investment application, registration, custom declaration, commercial inspection and issue of origin certificate, etc. Meanwhile, it endeavors to create better life facilities and improve the living, food, medical and entertainment conditions. The design for guest house and exhibition center is already finished and will start immediately once the site is cleared. A fifty million USD five star Golden Peacock Resort Hotel invested by AFECC, 10 km away from the Special Economic Zone, is completed and opened for business and it provides a more convenient and comfortable environment for business discussion and travel.
